Replace a GFI circuit breaker in the main breaker box. Note: There is also a GFI breaker outlet in the Master beadroom that controls this same circuit. So should the one in the breaker box be changed to a regular breaker?

I recently had the track lighting in my kitchen completely go out. It had been dimming for a period of time, but one day it just didn't work. I tried resetting the breaker, but that didn't work. There is voltage coming from the switch, but not from the light socket itself.
